UNESCO recorded India as having one of the longest COVID-19 school closures in the world, affecting an estimated 250 million school-enrolled children. Independent field research documented regression — children losing language and mathematics abilities they had previously held — rather than merely slower progress. Whether that loss has since been closed is an open question: ASER 2024 shows recovery nationally while more than half of states remain below their 2018 reading levels. Roughly three in four Class 3 children cannot read a Class 2 level text
ASER 2024 found 23.4% of Class 3 children in government schools could read a Class 2 level text — the highest ASER has recorded, up from 16.3% in 2022 and above the 2018 level of 20.9%, and still leaving about three quarters unable to do so. Class 5 reading reached 48.8%, roughly the pre-pandemic level. The improvement is real and should be stated alongside the deficit. Evidence confidence: High — ASER is an independently administered household survey covering 649,491 children across 17,997 villages in 605 rural districts, methodologically consistent across survey years.
Basic arithmetic is not acquired at the grade it is taught, and Class 8 numeracy has barely moved in a decade
ASER 2024 found 33.7% of Class 3 children could do at least subtraction and 30.7% of Class 5 children could do at least division — both above their 2018 levels, both leaving a large majority short. Class 8 arithmetic moved only from 44.1% in 2018 to 45.8% in 2024, under two percentage points across three survey waves. Early-grade numeracy is recovering; upper-primary numeracy is not. No source reviewed explains why, so do not assert a cause. Evidence confidence: High for the figures; any causal explanation is unevidenced.
